What is the best free photo editing website/programme?

What is the best free photo editing website or programme like Picnik or Adobe Elements or Photoshop or Photobucket, like whats your favourites? Thanks xx
 
Adobe very expensive but very good. I use Corel's PhotoPaint Pro X2 and it works just as great. Little tutoring and you'll be fine. There is a new release but I haven't upgrade yet to the X3 version.
 
i go to google and type in photo editing sites for free and this link comes up that talks about 28 different sites. so thats what i use it gives you a lot of them too.
 
photoshop is much better than gimp but gimp is free
photobucket has some editing tools and its also free
paint witch req. no downolad if thats what floats your boat
