What is the best engine for my 1999 Honda Civic Ex Coupe?

Alright im going to defiantly get a turbo, new throttle body, air intake, manifold etc. I just need some extra input the engine im going to get unless i hear of a better one is going to be the B18B1. Also keep in mind that my engine limit is 1,000 bucks. Maybe 500 more. LET ME KNOW
