What is the best DSLR camera and tripod for starting photography?

Hi im looking to get into photography and have around £600 to spend on a camera and tripod can maybe go a bit more say £700 or so but that's my limit....i want a middle to high end camera that will last me a good while...around the 10-14 mega pixel range...i have had a look at a few and cant make an informed decision. id primarily use it for a range of photography but tend to do a lot of outdoor walking and hill climbing. something i could have flexibility with to shoot outdoors and still photograph friends and family and maybe once proficient enough start to do shoots. also Manofrotto tripod's seems to be the market leader at moment...id prefer one with a spirit level on it for landscape and panoramic pictures...how much would i be looking to spend on it?

it seems a lot of equipment is on offer in back of magazine im just looking for the basics to get started and a few pointers as to what purchases il be having to make as ability increases
