What is the average test score for universities in the U.S.?

I was just visiting China and I found that for some classes, the average test score was around 40%.
Students are graded on a curve however so this shouldn't matter much with regard to failure rate. But IMO a test with such a low average score is essentially a waste, it doesn't serve its purpose as a test, but is instead the professors "showing off" of how much more he knows. (also implying that his previous teaching has never been to motivate, or to make difficult things easier to digest so that the future may surpass the past, but instead is drunk in his position of power)

Granted of course that this isn't the norm, and perhaps it even occurs in some U.S. colleges. It might also occur more often in other eastern countries like Singapore and Japan, or whatever countries known for rote learning and high test scores.

Of course I can't make claims based on ignorance, I'd like to know(to you knowledge) what the average score for tests in universities are or should be, and whether you would put up with an extreme like this.
