What is the average cost to get a website designed?

I took website design classes many years ago but do not remember them, and am sure everything I was taught is outdated. How much does it cost to get a website designed? Or are there free programs online that will walk me through it easier? I saw dreamweaver on a google search but can not afford to invest in the $399.00 price for it. What is the going rate for website design? or how can I do it myself? Thanks
