What is the appropriate thing to do in this situation?

I live next to a person who is a prostitute by her own admission. She has harassed and tried to manipulate me in just about every way you can imagine. I have thought about telling the police but she has taught her child to falsely accuse me of abuse and I don't want to have to deal with that and don't know if I could because of my health. I cannot afford to live anywhere else (literally). I have thought about buying a gun but I realize that might be a little extreme although I definitely understand now why people sometimes do it. I have threatened to steal the money I know she hides in her apartment and that has stopped much of the abuse but she still occasionally fucks with me. I'm guessing she has done similar things to other people because there are many people in the place where she used to live who refuse to speak with her (for the most part). In a Muslim country a woman like her would be stoned or beheaded in a minute but here she is allowed to manipulate and take advantage of men with impunity. God bless America. (Yes, that was sarcasm)
