What is that pencil that people use for shading?

Well, It's not a pencil.. It just shapes like a pencil but it's actually quite soft(almost like a cloth texture but not really.. it's been long since i've seen one). My sister had it when she was taking art class. I just don't know what it's called. and the actual use of it. I think it's used to smudge certain parts of your drawing instead of using your finger.

OH WAIT! I think it had the texture of a cotton.. almost! I don't remember much >_<
Yeah! Thanks :D Now, I just need to figure out where to buy those things DX Are they expensive?
