what is Rome in ancient time exactly?

we're currently learning about Rome in Western Civ and I am confused about Rome. I know Rome is the capital of the Roman Empire, but can it also mean the empire itself? it must be because in the book I read there are a lot sentences where Rome did, Rome did that, Rome won, Rom invaded the Etruscan monarchy...and surely in this case it must refer to like the whole country, not just the capital, right? and that really confuses me because when the word "Rome" is used, I have no idea what it refers too. For example "" In 88 BC, Lucius Cornelius Sulla, a rival of Marius, marched to Rome at the head of his army." Does Rome here mean the capital, or the whole territory of the Roman Empire? do u think the best way for me to distinguish the meanings is using context clues?
