In my experince PERL.. It can be used for both system admin task and website programming (its is especially powerful and fast when running under mod_perl).
PHP isn't bad - but it gets a bad press due to the amount of script kiddies that use it.
I would also learn Ruby if I were you, as PERL and PHP are being replaced by it, seemingly.
