What is more appropriate to wear to a homecoming dance?

It says the event is 'casual but neat'. im a freshman (guy) and here are my choices

1- a black button down (white v neck underneath) , black skinnies, and black/white converse

2- Pink/white stripe J crew button down, AE khakis, converse
