What is meant by the terms Discourses of Empire and Discourses of Civilization?

I'm taking a class in which we need to write a paper involving these terms, and I'm not quite sure what they mean. I know they involve the idea of imperial rule in some manner, as the class is based on the Russian and Chinese Empires. Thanks!
