What is meant by 'exploring implicit values' in the Social Sciences?

In the criteria for assessment section of my recent Masters assignment it states that I must
'Explore implicit values'.
Please can anyone define what this means?
The context is:
An assignment that critically reviews a school strategic plan and proposals for change.
