What is going on with the U.S. economy? What is all this business about a $700 billion?

I haven't been keeping up too well with recent events, but all of a sudden I've been hearing a lot about companies, a $700 billion plan, and congress voting on it. Might I ask, what exactly happened, and what does this mean for the average American? How will this impact day-to-day life and how will it impact the future of the US?
