What Is Foundation Primer?

I have dark skin and its pretty hard to find my shade at regular stores so I bought a liquid foundation that I bought at the mall for $43.. but it always rubs offf on a tissue when I blow my nose or something and it seems to just come off during my 6 hour school day day, and its supposed to last 16 hours. Someone told me that putting foundation primer on before could help.

What is foundation primer? Would it have to match my skin color? Would it help my foundation stay on longer and give me better coverage? How do I apply it? Would it be okay to buy a cheap drugstore brand? Any other tips or advice would really help!
 
Primer is a product that you put on your face before putting your make up on. It makes your make up last longer and it doesn't really have any color you just put it on and spread it on your face until your skin absorbs it.
