What is flash ROM chip used for on a modem?

I pulled a ROM chip out of a modem and got it wired up on a breadboard so I can read stuff off of it, and it works. (It's a really old ISA modem.)

I'm just wondering, what do you think the chip would have been used for? Modem firmware? Settings storage? Something else?
