(please cycle tank for 1 week for the best chance - if possible cycle it http://www.firsttankguide.net/cycle.php)
ammonia, nitrite, nitrate, and ph testers (drop are superior to paper strip and more accurate)
I prefer a 10g and then you can add about 6-8 small fish for company (small tetras like neons, glowlights, etc, danios, or white mountain cloud minnows).
Bigger tank is more stable, and less problems. My 55g requires almost as much attention as my 10g.

At least a 2.5 gallon tank (5 gallons is preferred, but 2.5 gallons is the absolute minimum size) with a filter and heater. And of course food, water conditioner, etc.
But the big tank, filter, and heater are the most important things.
Also make sure to buy a test kit for ammonia, nitrite, and nitrate. These will help you in determining diseases and during the nitrogen cycle.

That is about $15. Don't use the divider though. It's suitable for only one betta. It includes food, pump, and water conditioner.
The only thing missing is a heater, which you can get at wal mart for $5.

5 gallon minimum but it is more expensive than a 10 gallon, atleast here. 5 gallons are 16$ and 10s are 11$. Weird.
You need: A filter that makes the current low, heater, thermometer, gravel or sand, a big hiding place or tunnel, an air bubbler, a light w/ hood and live plants are great.
