What is considered "sex" by Law?

By law, what is considered "sex"?

Is it to the point of feeling/touching/fingering or is it to the point of intercourse? or is it somewhere in between?

Do these standards vary between states?
 
I read somewhere that it's only sex when a guys dick is involved..ahah.
But I think sex could be any of those things. :/
 
It is to the point of intercourse, feeling/touching/"fingering", most people call it "dry sex" if you may.
