What is causing oily stains on clothing?

i just got a new washer and dryer and am still having the same problem as before - oily stains on allmost all of our clothing. Have tried liquid HE detergent, powder HE, used considerably less, dryer sheets, fabric softener, dryer balls - No change. Please help
 
I'd be looking at the water quality. Excessive minerals in the water can be playing a chemical game on the clothes with the detergents. You may need to have the water tested for minerals and other misc items.

Also I'd be checking how I was diluting the washing liquid before adding clothes. If you use no fabric softener, is here still a problem?

Does rinising in a vinegar rinse help?.......reset the machine and run the load again but add vinegar instead of detergent. The two rinses will eliminate the smell.
