What is BUTTERFLY in a car engine?

I converted my Toyota Corolla 1.5L into a CNG (Compressed Natural Gas ) driven vehicle as CNG costs less than Octane/Petrol. After converting into CNG driven vehicle the acceleration usually decreases. In my case, acceleration decreased a lot. So my mechanic added a BUTTERFLY in my engine ( it's a thin slice of metal like thing & its like a circle with hollow space in center).
He added the butterfly with a pipe like thing which is connected to the engine.
After that the acceleration has increased & it's great. But my engine sounds much more than usual when i am accelerating. My question is:
1. What is this BUTTERFLY ?
2. Is it a problem adding a butterfly, if yes then what kind of problem may it cause ?
3. Why the engine sounds more ?

Additional Details:
I don't have any RPM meter.
I usually drive fast by flooring the gas pedal ( not always ) then the sound is really disgusting. But the performance of my car is good.
