What is a website in .ASP and what is its advantage?

If a web designer tells me that my site in HTML can be changed to .ASP, what exactly does that mean?

When would you do so, when not, and why?

If possible, in plain language please... I'm not a techie and the Internet seems to be saturated with explanations for which you need a dictionary.
