What is a U.S. Federal law on Sewage treatment?

Im wondering what laws do we have that requires monitoring the quality of treated sewage before it is spilled into a river?

Also do different states have different sewage quality laws before it is dumped into the river or water way??
If anyone is able to answer, or knows about sewage treatment laws we have?

The sewage laws in the USA are extensive and take tons of work to understand. Each state has its own laws if they want, but they can only be stricter than USEPA, not less. Some state just let USEPA run their program. If you want to get into all the details, see the references. NC and VA pages are also given.
