For my English report, I have to write a "state controlling expression." Anyone know what that is? I have to write about a certain place (im choosing Hawaii) it is supposed to be in the end of the introduction paragraph.

Its nothing about government though. The report is writing a descriptive essay about a certain place. So it would not be part of government.

A. Attention Grabber
B. Introduce Subject Clearly
C. State Controlling Expression
