what is a reason a man would have painful urination after sex? (NOT a UTI?)?

My boyfriend and I just had sex, and immediately when we were done we both went to the bathroom. He went to pee, but stopped immediately, saying it was very painful to urinate, and it hurt to touch the underside of his penis.

There is no way he can have a UTI, as this is the first time we've had sex in a while, and UTI symptoms take a while to present. This was IMMEDIATE. There is also no way it is an STD.
Also,DON'T TELL US TO GO TO THE DOCTOR - that's what we're going to do if it's still bothering him tomorrow, we're not stupid. We're just wondering if anyone has ever experienced this, and what it is.
 
he's probably not been drinking water on a regular basis.

he may have been having sex with someone else you don't know about and contracted an STD from that person.

he may have had a mild reaction to your vaginal fluids.
