What is a pre-apprenticeship?

I’m 24 and currently reside in Mexico City. I’m looking to pursue an apprenticeship program in Alberta, Canada.

I’m interested in getting into the mobile crane operator apprenticeship program. I don’t have any previous job experience and formal qualifications in this industry as such yet, but I want to get into the trades.

Pre-apprenticeship programs exist to make you a better candidate when you go to apply for an apprenticeship.

I can't seem to find much information on the internet related to the program. I have some general questions and would appreciate if you could inform me a little better about the subject.

1-Availability of these programs is subject to government funding. Is this true?
2-Is the pre-apprenticeship training program offered through the local unions?
3-Can anyone enroll in the program?
4-Is this program only for high school seniors?
5-Is the pre-apprenticeship training program open to a wide range of clients including newcomers to Canada?
6-Who is offering the program?
7-What are the entrance requirements?
8-How do I get started?

If you live in other Canadian provinces, please tell me everything you know about this.

Any information or suggestions you can provide would be much appreciated. Thank you!
