A paint pot can pretty be much used for anything. A base, a creme eyeshadow, or even gel liner. The more natural coloured ones like soft ochre, barestudy, etc are more for a base or shadow. But the darker coloured one can make an eyeshadow (if you put it under an eyeshadow) can make it change colors if the eyeshadows have duochromes. 
So basically, yes, they can be used for liner.

it can be used for a few things.
1. to keep your eyeshadow on all day long so it doesn't crease
2. to be used as an eyeshadow
3. to be an eyeliner
4. whatever you can do with an eyeshadow!
