what is a great all round mtb type bike for an 11 year old boy?

short answer:
one cheap enough that it can stand being used by anything and everything an 11 year old boy is going to do to it, yet not be so cheap as to endanger his life, AND not be so expensive that in 4 or 5 years, when he's outgrown it, you can't buy him a better bike.

so, don't buy a cheap department store bike, look for a semi-quality used bike. talk to a local bike shop and see if anybody there has any old kids bikes they can sell privately?
 
You could get a low end Trek, I used to ride a Specialized Hardrock they have several different versions. For that price if you want a good bike i would recommend checking out pinkbike.com in your area. There you will find used bikes at good prices.
I can't completely recommend a bike if i don't know how you ride:
Here are a good few points to check for:
-Make sure you like the feel if you get to test ride
-Try to avoid SR Suntour forks
-If the option presents itself buy from a shop that will fix up the bike at a discount
