What is a good price to start negotiating a 2002 Chevy Blazer LS?

This vehicle is in very good condition, clean (supposedly), has been sitting on the lot for over a month now, and is listed at $3,900. It is V6 and has a sunroof. It has 131,000 miles on it. It is at a Used Car Dealer, and I want to pay cash for it. At what price should I begin negotiating at, and how should I negotiate with a used car salesman?
 
That vehicle is worth around $3000. He probably has $2500 into it. SUV's are dead right now and he probably wants to move it. What I would do is walk into the office, tell the salesman that you have $3000 to spend and want a Blazer. If he say she has nothing like that, point attention to the one you are eying. If he still balks give your name and number and tell him to call when they can make a deal. It might take a couple of days but they will call. Worry about test drives and mechanical inspections after you know you can get it for a cheap price.

P.S. Blazers suck!!! Transmissions problems, fuel pump problems, $1000 to rebuild the front end (ball joints etc.) and with that mileage more than likely needs it. Just letting you know.
