What is a good drugstore eye primer?

I need a good eye primer but i cannot afford Urban decay and there is no Sephora or MAC store near me. I need to know a good eye primer that makes my eyeshadows last all day that i can get at the drugstore for under $10. I've been using my concealer as a eye primer but it doesn't work as well an eye primer would.

BONUS: Can i use my face primer as a eye primer also?
