what is a good, but not ridiculous, music school in new york?

i know about Julliard and such, but i was wondering about maybe just a normal community college with a good music program or something.

i have little money and my knowledge of the guitar is limited. i'd like to learn how to read music, but mostly i want to delve much farther into theory.

any suggestions??
 
No such thing as a good program at a community college.
And how do you ever plan on getting accepted to a music school or program if you can't even read music?
