What is a better lens for photography...?

I am just starting out photography and bought a Canon Rebel XSi. I am wanting a new lens. I'm love taking pictures of children, I just like to be able to follow them around with my camera and shoot, but the lens it came with, I feel like I can't do much with it. So I have been looking at two different lens, tell me what one you think is better for what I want.

Canon EF 70-200mm f/4 IS USM lens

or the

Canon 18-200 mm F/3.5-5.6 EF-S Zoom Lens
