Information on the composition of the object, the market value of the comprising minerals, the distance from buying markets (delta-v from Earth), and the accessibly of those resources would be used to create a base cost. If there are several buyers then the highest bidder gets mineral rights. The money would be distributed amongst nations in proportion to population size.
The UN could do it. If I'm not mistaken, they have passed legislation about the ownership of space resources before. Now would be the best time because there is still no ability to get to the resources space has to offer, so nations don't care. The benefits of it not passing are too far off for nations to predict. Voting to pass the legislation would be like every nation choosing the safe bet, they get something no matter who is leading in space technology. China wouldn't be a stumbling block either because they will get 1/5th of the money.
