Just like jury duty, a proportion of randomly selected citizens lets say 1 million can be selected for each measure in which they are given the opportunity to hear the debates on the selected measure and then make an educated vote online or via text that can pass or fail a measure in which the govt is going to act upon. Is that too costly and even if it wasnt, would it ever work?
