what happens when a shock absorber goes out on a 97 ford expedition?

but the whole rear end is sitting to the ground on both sides and it bounces while driving.
It has been like this for several months and they bought shocks and found out that it was not the shocks. So what else could make it sit low in the rear and bounce while driving besides the shocks?
