What happens if Liverpool win the Europa Lg v Fulham AND finish fourth?

If Liverpool beat Fulham in 2010's Europa League final as well as finishing fourth in the Premier League, will Fulham get the Europa League position as runner-up while Liverpool take their Champs League place?
