What genre of music is this?

I have always wanted to make soulful, creepy, eerie, music like this. But I can't pin the genre. It isn't blues, or R&B. It sounds exactly like the stereotypical music you'd here floating down the bayou to see a witch doctor. Here is an example of the music:
