what fish do not need an air pump or "bubbler"?

Betta fish, among other fish who have labyrinth breathing systems (such as gouramis, paradise fish...) Although these fish can breathe through their gills, they can also breathe through their mouths, which means their water doesn't need to be as oxidized.
 
Don't confuse filtration with an air pump. Filtration is necessary for all fish.

Technically air pumps are not necessary. In most cases they are decorative.
