And then there's officer Pancheck (whos a talking fish) from Buzz Lightyear of Star Command (in Panic on Bathyos, Pancheck was on the trail of ambassador Gularis (A shark), who was going to turn Capitol Planet into another Bathyos for his own gains..​

South Park had that one episode based around the "Sea People".

There were also those Catfish and Dogfish-shark thing from the video game "Conker's Bad Fur Day", but that's completely different.

- Skybyte from, Transformers: Robots In Disguise (So he's a robot, but he transforms into a shark)

Would Depthcharge and Rampage from Beast Wars count? They don't transform into fish but their forms are sea creatures?

Dr.Shark(Birdman) - Birdman's enemy.
Fish People(Ducktales) - cool underwater villains.
Gran Bruce(Viewtiful Joe) - dumb Jadow shark.
Finnius(My GP is a Monkey) - snotty geek dolphin jerk who disses Adam's name.
Merdude(TMNT) - interesting merman character.
Arlong's pirates(One Piece) - cool creepy fishpeople.
Fish Guy(The Mask) - poor abused fish teenager.
Slash(Street Sharks) - cool drill-nosed swordfish baddie.
Adolpho(Loonatics:Unleashed season 2) - evil mutant dolphin.
Gooji & The Zillas(Monster Rancher) - big mutant whales that serve Gali.
Sand Whale(Courage The Cowardly Dog) - sand-dwelling whale who wants his accordian back.
