What is small?

NOT Goldfish for starters - they need 20 gallons minimum - NOT small!
Guppies are very active and really need 10 gallons plus, same goes for tetras/danios/rasboras and other small fish such as that.

For under 10 gallons and inexperienced you're pretty much restricted to Bettas. Or if the tank is at least 6 months old and planted, a shrimp tank.

For 10 gallons you've got these:

well i have a 2.8 gallon plastic comntainer which is pretty bigger than a glass tank of 2.8 gallons. and i have 2 guppys, 1 goldfish and 1 crayfish. you know everything really depends on the filteration u have and the maintence u go through. i happen to be going it smooth. so for all the sake u could get tetras, guramis, crayfish, shrimp, guppys(especially), and bettas.

Don't buy anything under 10 gallons for any fish, it's cruel. I don't care what you see in the store, or what the picture on the box shows, you will kill the fish.

For a ten gallon tank, you could get a couple of guppies, or a couple of zerbra danios, or one beta.

DO NOT (repeat NOT) listen to anyone telling you to put a goldfish in a small tank.

Buy a tank and let it run at minimum 2 weeks before you get any fish at all. Read this: http://www.kokosgoldfish.com/cycle.html
