My employer questioned me about making a change to my form, advised me that I cannot change the form excessively (this was my first change), and said that I'll owe at the end of the year. I know somewhere they are not allowed to do this and it is my free will to make changes at any time and to what I choose unless the IRS contacts them to specify otherwise.
