What exercise would be most affective?

I've always been skinny by whole life because of my metabolism. Now its catching up to me and I don't know how to adjust. My problem area is around around my belly button right where I button my pants, and it really bugs me because I can no longer wear tight jeans with a tight shirt. I'm not overweight but I'm getting bigger. What should I do?
