What exactly counts as racism in cartoons?

There's an article in the current Salon about 11 Looney Tunes cartoons about to be released for the first time since the 1960s. They were banned because they are considered racist. I'm not trying to be rude to anyone ... I really want to understand exactly what it is about these cartoons that makes them objectionable. Yes, the characters are drawn with dark skin. Yes, they sing in the style of 1940s African American music. But how is that different from (say) Elmer Fudd being drawn as a dorky white guy with a speech impediment? Or almost any Hollywood film showing young women as sexy and obliging? Why are these cartoons considered racist, when cartoons showing white characters are not?
