what does "unlocked phone" mean?

does it mean that it's not confined to a network or it was locked and has been unlocked ,i mean these "new" unlocked phones on amazon.....i'm not from US and want to buy one from US so i want to make sure it's not manipulated(not unboxed)?????????

unlocked means that it can be used with any carrier that supports it. if it is a GSM it will have a sim card and you will have to use a GSM carrier were you are and the same if it is a CDMA. but you are able to use it with any company that supports it. it had to be unboxed to be unlocked.
