What does this law statement mean?

I am in a very hard situation right now with my boyfriend (don't ask, please).

But; what does this mean for the laws of statuary rape. I found this on the website and I don't understand it. I'm in MA by the way.

The child is between 12 and 16 and the defendant is more than 10 years older
Like, does it mean that's the only way the "offender" can get arrested?
No like what I mean is for example say a 13 and 16 year old were having sex and dating, would the 16 year old get arrested?
 
The age of consent is 16 in Maryland and the minimum age that she can consent to is 20.

Its statuary rape if the person is more than 4 years of age than the girl. Also, she can legally have sex below 16, just as long as they are the same age.

The penalty for violating this law is up to 30 years in prison. However, the average sex offender spends less than 5 years in prison.
