What does this automatic text message from T-mobile mean?

I have Verizon, and I've been texting someone in Texas a LOT lately. We both have unlimited plans.

I got this message delivered to me from this person's phone number.. but it was automatic:
Free T-Mobile Msg: 'Texas Recovery Free' now included on monthly bill. Please visit www.t-mobile.com/legal for details.

What's that supposed to mean? :/
