what does the two orange flashing lights at the side of the motorway beside the

emergency telephone mean.? i was driving to work heading for Ayr during the bad weather and noticed beside some of the emergency phones at the side of the motorway were two orange lights flashing , not all the lights at the side of the road were flashing just some of them, the lights are not on overhead gantry but at the side. i know these are probably warning lights, and ive asked people if they know what they are warning against and no one knows. anyone here have the answer?
