Its a Ninja power shard of second wind, I think its the same for all jobs. You get it from fighting the "Hooligan Bullies." It's obviously pretty nice, and has a power of five. I've put it on and have seen no difference in my Ninja's skills, abilities, ETC. If anyone could find out what it does that would be very helpful!
