what does the engine primer on a 1994 john deere 670 B grader do?

this is a second primer pump off to the left of the fuel filter on the engine that is labeled ENGINE PRIMER. its not the regular primer pump that is off to the right of the filter that u would normally use to prime with. but i used this other primer this time and now the grader wont start and sounds like its hydro locked. any help would be great. thanks
