what does the check engine light blinking 10 times mean on a 2001 dodge neon?

I turn the ignition to on but before i start the engine the check engine light blinks 10 times. I have a 2.0L VIN code "C" engine on a manual 2001 Dodge Neon SE
 
It is just the self test function to make sure the light works, and shows you that it is working.
 
there could be somthing wrong with your car, the check eng. light will blink a code. you need to figure out the code, most autoparts stores have books to diagnose the code.
 
If it blinks at all while its running it means whatever problem it has will cause damage to the emission control system mainly the catalytic converter ie: too much fuel.
