What does the 3 flashing lights on my Dell Inspirion 6400 E105 mean?

I have a Dell Inspirion 6400 E105 laptop and one day it just stoped working, like wouldn't even turn on. So I was told I need a new battery and charger, so I got those and now when I go to turn it on, the little panel of lights next to the power button will flash and nothing happens. They show a 9 , A, and a down arrow in a lock symbol and all 3 flash when I push power. Does anyone know what that means or how I get it working?
 
Remove the battery, attach the power adapter, give it a try.
If the results are the same, try again using the old power adapter.
