What does the 1 ppm of mercury in fish created by the FDA mean?

the FDA put a limit on the level of mercury in fish to be 1 part per million. But what if a fish is over that amount? Basically what is the purpose of the number? Is it for sellers? Can they not sell a fish if it is over that amount?
